We are currently looking for a detail-oriented and technology-driven Junior HSE Officer to join our EHS team in Dubai. This role is ideal for a safety professional who combines solid Health, Safety & Environment (HSE) expertise with strong computer and data analysis skills. The position focuses on supporting compliance, improving safety performance, and transforming HSE data into meaningful insights through modern reporting tools.

Key Responsibilities

  • Apply and monitor the organization’s Health, Safety & Environment (HSE) policies in accordance with legal, client, and contractual requirements.

  • Support ongoing projects by embedding HSE standards across daily operations and site activities.

  • Prepare and maintain accurate HSE reports to meet regulatory, client, and internal reporting obligations.

  • Carry out regular workplace inspections and ensure HSE objectives and targets are consistently achieved.

  • Assist in accident and incident investigations, including root cause analysis, risk assessments, and follow-up corrective actions.

  • Develop safety reports, bulletins, and communications to promote awareness and engagement among employees.

  • Identify workplace hazards, propose preventive controls, and provide on-site guidance on safe working practices.

  • Inspect subcontractor facilities and activities, recommending corrective measures to ensure compliance.

  • Deliver safety inductions, toolbox talks, and periodic HSE training sessions.

  • Participate in both internal and external HSE audits and follow up on audit findings.

  • Maintain up-to-date registers for inspections, incidents, training, and certifications.

  • Coordinate with logistics teams to track and manage environmental data such as waste, fuel, water, and recycling.

  • Organize, update, and manage digital HSE records to ensure accessibility and audit readiness.

  • Analyze safety performance trends using MS Office tools and Power BI, creating dashboards and management reports.

  • Maintain a structured “lessons learned” database to support continuous improvement and incident prevention.

  • Review safety plans, work methods, and procedures to ensure accuracy, completeness, and compliance.

Required Qualifications and Experience

  • Degree or diploma in Safety, Occupational Health & Safety, or a related discipline.

  • Minimum of 3 years of experience working as an HSE or Safety Officer within Oil & Gas, industrial projects, or O&M environments.

  • NEBOSH IGC certification (mandatory).

  • Strong knowledge of hazardous materials, safe systems of work, and applicable legal requirements.

  • Experience in preparing safety reports, audit documentation, and HSE procedures.

  • Demonstrated ability to conduct workplace inspections, audits, and risk assessments.

  • Solid analytical skills with hands-on experience in safety data analysis and statistics.

  • High level of organization, accuracy, and attention to detail.

  • Effective communication and presentation skills.

  • Advanced proficiency in MS Excel, PowerPoint, Word, SharePoint, and Power BI.

  • Familiarity with Safety Management Information Systems (SMIS) is an added advantage.
