Job Summary
We are seeking an experienced Health, Safety & Environment (HSE) Manager to lead, implement, and continuously improve project-specific HSE standards. This role is responsible for proactively identifying hazards, minimizing risks, and ensuring a safe working environment to prevent injuries, incidents, and property damage across project sites.

Key Responsibilities

  • Develop, implement, and maintain Health, Safety, and Environmental plans, policies, and procedures.

  • Ensure full compliance with company HSE policies and applicable legal and regulatory requirements.

  • Design, manage, and monitor the overall project safety program from initiation through completion.

  • Conduct regular site safety audits and inspections, ensuring adherence to all relevant safety codes and regulations.

  • Prepare and oversee risk assessments, ensuring effective controls are in place and reviewed regularly.

  • Manage near-miss reporting, analysis, and corrective action processes.

  • Establish emergency response plans and coordinate drills and related training activities.

  • Develop and deliver comprehensive HSE training programs for site personnel.

  • Set clear project HSE objectives and track progress against defined targets.

  • Measure project safety performance by monitoring, analyzing, and reporting leading and lagging HSE indicators.

Core Competencies

  • Strong risk assessment, problem-solving, and analytical capabilities.

  • In-depth understanding of HSE management systems, tools, and industry best practices.

  • Comprehensive knowledge of current HSE legislation and compliance requirements.

  • Proven leadership, people management, and effective communication skills.

Education and Experience

  • Bachelor’s degree in Environmental Safety, Occupational Health & Safety, Engineering, or a related discipline.

  • Minimum of 10 years’ experience in HSE management within the construction industry.

  • Accredited by the Labor Ministry as an HSE Supervisor.

Certifications

  • NEBOSH Diploma, Certified Safety Professional (CSP), or an equivalent professional qualification.

  • ISO 45001 and/or ISO 14001 Lead Auditor or Implementer certification is preferred.

  • Strong attention to detail with a proactive approach to safety improvement.

  • Ability to work independently while collaborating effectively with project teams.

  • Confident trainer with the ability to influence safe work behaviors on site.
