Key Responsibilities
Develop and lead the commercial strategy for the entire airport infrastructure program
Establish commercial policies, processes, and KPIs for contract, cost, and procurement control
Provide senior commercial oversight across procurement, tendering, contract award, and closeout
Manage program-wide contracts, ensuring compliance with obligations and scope commitments
Oversee evaluation of claims, variations, extensions of time, and contractual amendments
Lead procurement planning, tender evaluations, and sourcing strategies for major packages
Monitor program cost performance, budgets, forecasts, cash flow, and earned value metrics
Review contractor invoices, payment applications, and changes for accuracy and compliance
Lead commercial negotiations and dispute resolution processes, coordinating with legal teams
Maintain a live commercial risk register with mitigation measures
Support design and construction teams with value engineering and cost optimization initiatives
Drive cost-benefit reviews and constructability assessments
Provide executive-level stakeholder management, ensuring alignment across PMCM, client, and contractors
Present commercial performance reports and financial dashboards to senior leadership
Ensure governance, compliance, and audit readiness across all commercial activities
Oversee contract closeout, final accounts, claims settlements, and financial reconciliation
Mentor and develop commercial managers, QS teams, and cost engineers across the program
Bachelor s degree in Engineering, Quantity Surveying, Construction Management, or Business Administration
Master s degree preferred
Professional certifications such as MRICS, MCIOB, AACE, or PMP strongly preferred
Minimum 15 years of commercial management experience on major aviation or infrastructure programs
Strong background in contracts, procurement, claims, financial reporting, and commercial controls
Experience working in PMCM, EPC, or EPCM environments
Strong understanding of FIDIC, NEC, EPC/EPCM and large program contract models
Excellent negotiation, dispute resolution, and commercial leadership capabilities
Proficiency with commercial and cost management systems such as SAP, Oracle, Aconex
Strong analytical, financial modeling, and reporting skills
Excellent stakeholder communication and leadership abilities
